Decree on
the OCS Recognitions – Public debate To Whom It May Concern: As proposed by the Juridical Commission, The Executive Board of the Olympic Committee of Serbia, at its XXIII meeting held on 10 July 2008, passed a decision on extension of public debate on a decree dealing with types and number of recognitions, award criteria, and nomination and award procedures for the OCS recognitions entitled “Decree on the OCS Recognitions”. New deadline for submission of proposals amending the said Decree is no later than 10 September of the current year. Text of the preliminary draft of the Decree was forwarded to you on 2 June 2008. Predrag Manojlović To Whom It May Concern: At its XXII meeting held on 20 May 2008, the Executive Board of the Olympic Committee of Serbia discussed the Preliminary draft of a Decree on the OCS Recognitions. The preliminary draft was made by the Juridical Commission in accordance with a mandate given to it by the Executive Board. Subsequently, the Executive Board decided to adopt the Draft of a Decree. Also, the Executive Board decided to forward the Draft to its members for a public debate which is to end no later then 25 June 2008. D E C R E E ON THE OCS RECOGNITIONS
1 - GENERAL PROVISIONS Article 1 This Decree regulates types and number of recognitions, awarding criteria, awarding procedure and nomination procedure. Article 2
Recognitions of the Olympic Committee of Serbia are awarded to athletes,
sports workers, social organisations, enterprises and other natural and
legal entities for achieved sports results and their contribution to
development and promotion of sport, the Olympic movement and
dissemination of ideas of Olympism in Serbia. 2 - TYPES OF RECOGNITIONS
ORDER OF THE OLYMPIC COMMITTEE “SVETOMIR ĐUKIĆ” Article 3 The Order of the Olympic Committee “SVETOMIR ĐUKIĆ” is a special recognition awarded for outstanding contribution, dedicated and committed work on development of the Olympic movement and ideas of Olympism in Serbia. The Order of the Olympic Committee “SVETOMIR ĐUKIĆ” is awarded for the overall sports achievement and life’s work dedicated to development of Olympic movement and dissemination of ideas of Olympism in Serbia. The Order of the Olympic Committee “SVETOMIR ĐUKIĆ” consists of: 1. A chain and a medallion with a cast image of Svetomir Đukić in an appropriate box with the logo of the Olympic Committee of Serbia 2. A badge “Order of Svetomir Đukić” 3. Money prize in a single instalment in the counter value of _______ € 4. Documents detailing criteria for receiving the highest OCS recognition, title of a laureate and a date. Award criteria for the Order of the Olympic Committee “SVETOMIR ĐUKIĆ” are cumulative: - Overall sports achievement and life’s work (a minimum of ten years), dedicated and committed work and outstanding contribution to development of the Olympic movement and dissemination of ideas of Olympism in Serbia. - Athletes and national teams of Serbia – gold Olympic medal or at least ten years of continuous success at the Olympic Games, world and European championships (medals). The Order of the Olympic Committee “SVETOMIR ĐUKIĆ” is awarded in a ceremony at the OCS Electoral General Assembly every fourth year.
OLYMPIC RING Article 4 The Olympic Ring is a recognition awarded for achieved top results at the Olympic Games and significant contribution to development of the Olympic movement and ideas of Olympism in Serbia. The Olympic Ring is awarded to renowned athletes or sports workers whose work and commitment to development of the Olympic movement and dissemination of ideas of Olympism in Serbia contributed to achievement of the aims of the OCS. The Olympic Ring consists of: 1. A SCULPTURE made of clear acrylic glass and shaped as a ring with three glass prisms: red, blue and clear. Embossed at the bottom of the ring is the OCS logo. The sculpture is placed in an adequate box with the OCS logo. Engraved in black in the clear stand is an appropriate text. 2. A badge in the shape of the sculpture-ring, in gold, silver and bronze galvanisation. 3. Money prize in a single instalment in the counter value of _______ € 4. Documents detailing criteria for receiving the OCS recognition, title of a laureate and a date. Award criteria for the Olympic Ring are cumulative: - Athletes and national teams of Serbia – gold Olympic medal and notable and exemplary sports achievement (minimum of five years), dedicated and committed work and significant contribution to development of the Olympic movement and dissemination of ideas of Olympism in Serbia.
The Olympic Ring is awarded in a ceremony at the ordinary meeting of the
OCS General Assembly. TROPHY OF THE OLYMPIC COMMITTEE OF SERBIA Article 5 The Trophy of the Olympic Committee of Serbia is a recognition which is awarded for outstanding sports results and notable contribution to development and promotion of sport. The Trophy of the Olympic Committee of Serbia consists of: 1. An appropriate cast sculpture in a adequate box with the OCS logo 2. Money prize in a single instalment in the counter value of _______ € 3. Documents detailing criteria for receiving the OCS recognition, title of a laureate and a date. The Trophy of the Olympic Committee of Serbia is awarded to the most successful national teams, athletes and sports workers in a one-year’s period, especially: - the most successful national team (in men’s and women’s competition) - the most successful female athlete - the most successful male athlete - the most successful coach - the most successful sports official The Trophy of the Olympic Committee of Serbia is awarded at an annual gala marking the foundation of the Olympic Committee of Serbia held at the Serbian Parliament.
GREAT PLAQUE OF THE OLYMPIC COMMITTEE OF SERBIA Article 6 The Great Plaque of the Olympic Committee of Serbia consists of a cast plaque, a box and a written recognition. For each plaque an appropriate name plate with suitable text is made. The Great Plaque of the Olympic Committee of Serbia is a recognition which is awarded to: - athletes and coaches, national teams and participants in national projects, sports workers and organisations for committed and dedicated work in the Olympic Committee of Serbia - important sponsors, deserving media houses and other legal entities, organisations and state bodies and institutions whose work created conditions for achievement of the aims of the OCS. The Great Plaque of the Olympic Committee of Serbia is awarded at an annual gala marking the foundation of the Olympic Committee of Serbia held at the Serbian Parliament; or at different jubilee celebrations and other appropriate events.
SPECIAL AWARDS AND RECOGNITIONS Article 7
The Executive Board of the Olympic Committee of Serbia may establish
other awards and recognitions for athletes, sports workers and
organisations. 4 - AWARD PROCEDURE Article 8 The Executive Board of the Olympic Committee of Serbia may decide to award a recognition either on its own initiative or based on a nomination. Every member of the OCS is eligible to nominate. Nominations must be explained in written form and submitted to the Executive Board of the Olympic Committee of Serbia, i.e. the Recognition Commission formed by the Executive board. Nominations may be submitted throughout the year and no later than 7 December for the current year. Article 9 All submitted proposals are collected and processed by the Recognition Commission. The Commission then submits its report to the Executive Board of the Olympic Committee of Serbia. The Executive Board decides on the type and laureates of the OCS recognition. Article 10 Recognitions are awarded by the president of the Olympic Committee of Serbia. Article 11 If necessary, recognitions may also be awarded during the year at appropriate galas. Article 12
All data concerning recognitions and laureates are entered into the book
of “Laureates of the Olympic Committee of Serbia”. The secretary general
of the Olympic Committee of Serbia is responsible for the accuracy of
entered details. 5 – SPECIAL PROVISIONS Article 13 The Executive Board of the Olympic Committee of Serbia is authorised to, through its Recognition Commission, coordinate activities of sports federations and support their suggestions regarding ordinary recognitions awarded by state institutions in the area of sport and physical culture. Article 14 The Executive Board of the Olympic Committee of Serbia may award other recognitions to athletes and sports federations and other organisations not regulated by this Decree, but only in cases where a justified need exists.
